How the Fitment Factor Works — 7th CPC Explained

In 2016, every employee's basic pay was multiplied by 2.57× to arrive at the 7th CPC basic pay. This was not arbitrary — it embedded 125% accumulated DA, compensated for real-wage erosion since the 6th CPC, and included a genuine pay improvement.

For example, a Level 7 employee at ₹17,490 (6th CPC) became ₹44,900 at 7th CPC entry (2.57 × ₹17,490 ≈ ₹44,930, rounded to the nearest matrix cell). This is the new minimum for Level 7, not necessarily what every employee received — those who had progressed received a cell that was ≥ their 2.57× amount.

The 8th CPC will apply the same logic but starting from the current DA of 60%. A 2.57× fitment applied to current pay would mathematically represent: a real increase ≈ (2.57 × current basic) / (current basic × 1.60) − 1 ≈ 60.6% real-terms increase — comparable to the 7th CPC's real increase.

NPS (National Pension System) deductions are currently computed on (basic + DA). When DA resets to 0% after 8th CPC, the NPS base drops to basic pay only.
